The conceptual framework of the Faces, Voices and Places of the MDGs initiative is based on a model of sustainable development that calls for the interaction of a multiplicity of factors and players at different levels to successfully address the social determinants of health and the multidimensionality of poverty. Faces, Voices and Places understands that in order to achieve the MDGs it is necessary to:
- Recognize and respond to the challenge of inequities at the subnational level and to address existing gradients of health
- Encourage the development of public policies, strategies, and
initiatives at the international, regional, national and local levels to
improve the health and well-being of vulnerable communities through
empowerment.

Develop a basket of methodologies, strategies, best practices and
policies aimed at achieving the MDGs at the local level. The purpose of
this is to make all tools and strategies developed and/or documented by
PAHO and other agencies available in order to facilitate south-south
cooperation so that countries and communities can work and learn from
each other.

Provide technical cooperation that is evidence-based and that incorporates the social and economic determinants of health.
