Regional Inter-Agency l Atlas of Subnational Vulnerability
A
UN Inter-Agency project, envisioned by PAHO/WHO and ECLAC/CELADE is
designed to analyze and highlight the impact and characteristics of
inequity and vulnerability at the sub-national level in LAC. Presented
in a geo-referenced manner and supported by in depth analysis, the
atlas serves as looking glass to identify the most vulnerable places in
our region. The Atlas is built on the results of the 2000 round census,
and uses the Unmet Basic Needs indicator and the 4 health indicators as the basis. Six priority levels of analysis were
identified for their relevance within the Regional context; rural
populations, indigenous populations, large metropolitan areas, border
areas, transnational priority areas and total population. In its
current state, the Atlas is a work in progress and a platform where the
research of multilateral organizations is shared and used to find and
help improve conditions and help achieve the MDGs in the places that
face the greatest developmental problems.
Health, Development, and the MDGs
Health is a complex phenomenon, and equity is one
of the factors that has the greatest impact on the capacity of citizens
to access this basic right. To date LAC remains the most inequitable
region in the world, a reality that affects every interaction within
it. Inequity and its main by - product – vulnerability - can be
analyzed and addressed from different perspectives. It is the consensus
of the UN agencies that for this region the interplay between health
and development and its correlation with the achievement and
sustainability of the MDGs is most pertinent.
