This Area has two missions: One, to promote the transformation, development, and performance improvement of health systems, and the comprehensive and equitable development of human resources for universal access to social protection in health and to quality health care.
And two, to ensure that policies, human resources, institutions, systems and organizational capacities existing in the countries are equitable, effective, efficient and sustainable for the achievement of health for all.The main strategies are:· Strengthening national capabilities in the development and implementation of public health policies to design, implement and evaluate policies, improve health system performance, regulate and legislate. The Essential Public Health Functions (EPHF), defined as the indispensable set of actions, under the primary responsibility of the state, are fundamental for achieving the goal of public health which is to improve, promote, protect, and restore the health of the population through collective action.· Promoting the primary health care approach to health systems, with particular emphasis on the health workforce.This Project’s technical cooperation goal is to improve the health and quality of life, responding to individuals', families', and communities' legitimate needs in an equitable way. Especially through the strengthening of the Ministry of Health and Environment in its steering role in the health sector in the framework of the Essential Public Health Functions (EPHF) in order to contribute to the fulfillment of the Millennium Development Goals (MDG). The major areas of technical cooperation are:Inter-sectorial activities on gender based violence, HIV/AIDS and men's involvement on reproductive health.
