This Area has two missions: One, to promote the transformation, development, and performance improvement of health systems, and the comprehensive and equitable development of human resources for universal access to social protection in health and to quality health care.
And two, to ensure that policies, human resources, institutions, systems and organizational capacities existing in the countries are equitable, effective, efficient and sustainable for the achievement of health for all.The main strategies are:· Strengthening national capabilities in the development and implementation of public health policies to design, implement and evaluate policies, improve health system performance, regulate and legislate. The Essential Public Health Functions (EPHF), defined as the indispensable set of actions, under the primary responsibility of the state, are fundamental for achieving the goal of public health which is to improve, promote, protect, and restore the health of the population through collective action.· Promoting the primary health care approach to health systems, with particular emphasis on the health workforce.This Project’s technical cooperation goal is to improve the health and quality of life, responding to individuals', families', and communities' legitimate needs in an equitable way. Especially through the strengthening of the Ministry of Health and Environment in its steering role in the health sector in the framework of the Essential Public Health Functions (EPHF) in order to contribute to the fulfillment of the Millennium Development Goals (MDG). The major areas of technical cooperation are:- To strengthen national capacity for the development, planning and implementation of the health system through the support of the:
- Ministry of Health's National Health Plan (2006-2015) and its Strategic Plan (2006-2010).
- Upgrading of the health system in order to attain the MDGs and other priority targets.
- Evaluation of public health functions, including the Essential Public Health Functions (EPHF).
- Capacity building on legal and regulatory framework.
- Public health policies research.
- Health care reorientation strengthened with emphasis on Primary Health Care strategy and capacity building in quality assurance at national and sub national levels through the:
- Improvement of quality assurance in health services, especially laboratory surveillance systems.
- Support on safe blood and blood products, mainly on voluntary blood program.
- Advocacy of rational use of drugs.
- To contribute to the development of evidence based Human Resources for Health (HRH) policy and to the implementation of HRH strategic framework at national and sub national levels, through the support of:
- A data management system.
- Steering committees for a needs-based human resources planning at regional level.
- An on-line training course for human resources leaders.
- The creation and strengthening of a human resources unit at the Ministry of Health.
- To strengthen the Health Information Systems, especially on vital statistics through the:
- Improvement of the quality and opportunity of vital statistics.
- Continuous updating and publication of core health basic indicators.
- Advocate for a national health information system policy development.
- Surveillance for vector control (dengue).
- To strengthen the implementation of a comprehensive family health program through the:
- Support of a comprehensive family health manual.
- Promotion of masculine involvement during pregnancy and delivery, technical skills of health staff, and improvement of equipment, safe blood and drugs.
Inter-sectorial activities on gender based violence, HIV/AIDS and men's involvement on reproductive health.
