This report is a presentation of accounts. Every four years, PAHO’s Member Governments meet at the Pan American Sanitary Conference to set hemispheric policy. Policy adopted by the Conference in 1994, in the form of Strategic and Programmatic Orientations, committed the Pan American Sanitary Bureau to concrete lines of action in health and human development, health systems and services development, health promotion and protection, environmental protection and development, and disease prevention and control. What we have accomplished in those areas is the story told in the pages that follow.

 Although there may well be modern versions of the concept of a good that might be at variance with Aristotle's, the view that health may be found among the goods to be created and nurtured by associations remains as one of our working hypotheses. As mandated by the Constitution of the Pan American Health Organization, I have the honor of submitting the Quinquennial Report 2003-2007 on the activities of the Pan American Sanitary Bureau, Regional Office of the World Health Organization. The report analyzes the most relevant information on compliance with the technical cooperation program during this period, within the framework of the strategic and programmatic orientations defined by the Governing Bodies of the Pan American Health Organization for the quinquennium 2003-2007.

In accordance with the provisions of the Constitution of the Pan American Health Organization, I have the honor to present the 2003-2004 annual report on the activities of the Pan American Sanitary Bureau, Regional Office of the World Health Organization. The report highlights the major events that have taken place during this period in the course of carrying out the program of technical cooperation within the framework of the Strategic Plan for the Pan American Sanitary Bureau, 2002-2007, defined by the Governing Bodies of the Pan American Health Organization.

This report is supplemented by the Financial Report of the Director and Report of the External Auditor, 1 January 2002-31 December 2003.

Convinced that “exchange and cooperation among countries and institutions are the essence of the work of the Pan American Health Organization (PAHO)”, on 31 January 2003, I assumed the responsibility and commitment to make use of “the potential of the existing resources and interest in promoting health and development activities (…) to develop new programs that are both useful and relevant to all the countries”.

The Millennium Development Goals are the most ambitious endeavor ever pursued against human deprivation and the first to place health at the center of development. They give us an unparalleled opportunity to improve health and equity by mobilizing coordinated multisectoral action to fight disease and improve the social determinants of health.
