“It is with deep regret that I learned about the untimely death of Phil this past Monday, 21 March.
On behalf of the Pan American Health Organization/World
Health Organization (PAHO/WHO) and myself, I would like to express our
deepest sympathy to the family. Phil worked for PAHO for several years
as the first Regional Advisor in Health Economics and provided excellent
technical support and advice to our Member States. He made significant
contributions to public health, and, specifically, to the field of
health economics. In fact, he was the invited editor of the first
special issue on health economics of our journal in 1987. His work
truly made a difference in the Region of the Americas. For all of us,
it was a great privilege to have known Phil, and we shall miss him as a
rigorous researcher, teacher, mentor, and editor, but also, on a
personal note, as a very witty and gracious colleague.”
