Taking advantage of the valuable experiences contributed by other PAHO programmatic units, PAHO created in 2004 a Technical Advisory Committee (TAC) to guide the efforts to achieve the goals of the “3 by 5 Initiative” with the ultimate aim of providing universal access to both prevention and treatment of HIV. The TAC is composed of 10 technical experts, including representatives of organizations of people with HIV and civil society, which meet officially once a year to review PAHO’s plans and programs, monitor progress achieved and make concrete recommendations for further action.
