PAHO laments the passing of Dr. Robert Carr, Caribbean human rights advocate

The Pan American Health Organization (PAHO/WHO) laments the passing of Dr. Robert Carr, the founder of the Caribbean Vulnerable Communities Coalition (CVC) and director of the International Council of AIDS Service Organizations (ICASO), in Canada, on May 10.

Dr. Carr was an academic and social worker, but foremost an advocate and activist for the rights of people living with and affected by HIV. He participated selflessly to the response to the epidemic, and fought courageously for an environment free of stigma and discrimination. 

He worked closely with the PAHO HIV Caribbean Office on issues related to increased access of most at risk and vulnerable populations to HIV health services, and reduction of stigma and discrimination. As a member of the Technical Working Group on access of key populations to HIV health services established by PAHO, he was a driving force in the organization of a regional consensus meeting in 2009 that brought more than 80 stakeholders together to identify and agree on key actions to improve access of key populations to HIV health services.

He was a champion for the cause, and a kind and gentle person who will be deeply missed.   To PAHO staff he was a colleague and a friend.

PAHO extends condolences to Dr Carr’s father, Mr. Peter Carr, a former PAHO staff member, his mother, Ms. June Carr, siblings and other family members, as well as his extended family in the Caribbean and the World.
