1. Objective/Context

In the context of the U.S.-Mexico border, under the general supervision of the Chief of the office and the direct supervision and guidance of the Regional Advisor of the Area of Sustainable Development and Environmental Health (SDE); the contractor is responsible for the following:

2. Summary of Responsibilities	Products
1. Provides leadership, defines and establishes objectives and targets for the elaboration of the violence and injuries prevention strategy; including risk factors (alcohol and drugs) on the border within a framework of human security and following PAHO/WHO guidelines.	Annual and bi-annual action plans with established goals and objectives and performance indicators reviewed every six months.
2. Provides expertise and technical cooperation on policy interventions and effective programs supported by evidence, for the prevention of intentional and non-intentional violence.	Reports and descriptions of the activities performed with findings, recommendations and lessons learned.
3. Supports both state and local partners and authorities in the preparation, implementation, monitoring and evaluation of short, medium and long term plans and projects to prevent violence and injuries.	Development of plans for implementing, monitoring and evaluation.
4. Coordinates and organizes discussions about strategies for the prevention of violence, injuries and human security with health academic authorities, government, NGOs, partners and others.	List of partners, reports of meetings and recommendations to strengthen partner’s institutional capacities.
5. Prepares proposals including protocols with national, state and local partners to mobilize technical, financial and political resources to prevent violence injuries and risk factors.	List of proposals developed and potential donors / partners.
6. Collects, reviews and analyzes information and data on the status and impact of violence and injuries on the border, and the effectiveness of interventions carried out on the border.	Creates a database, analysis reports, and updates.
7. Promotes alliances and research partnerships for the exchange and dissemination of knowledge and experiences in the prevention of violence, injuries and risk factors.	Identifies and creates a data base of members and contacts.
8. Coordinates and supports observatories’ policy and program committees, in preparation proposals and their implementation and evaluation.	Proposals developed, implemented, and evaluated.
9. Promotes a multisectorial and multidisciplinary approaching preventing violence and injury.	Identifies and incorporates key players for the prevention of injuries and violence.
10. Coordinates and organize courses, seminars and other events to strengthen institutional capacity, community and the media in preventing violence and injury.	Plans and implements training events designed to impact the indicators of preventing violence and injuries.
11. Promotes implementation of assistance programs for victims of violence, as well as their families and communities.	Identifies successful experiences and lessons learned that can be implemented at the local level.
12. Writes reports and other activities as assigned by the Chief of the Office.	Prepared weekly, monthly and quarterly statements in accordance with the requirements of the plans and programs.

4. Skills/Technical Expertise

Knowledge and experience with the situation of violence in Ciudad Juarez and other border cities including causal factors, such as treating the psychological effects and how to prevent future violence.
Ability to work with multiple partner agencies and effective group dynamics.
Knowledge of U.S. Latino culture in general and particularly in the Mexico - United States border region.
Excellent oral and written communication in both English and Spanish.
Excellent skills in project development, implementation, monitoring and evaluation.
Ability to manage work plans and budget.
Demonstrated ability to redact technical reports.
Demonstrated ability to prepare and make presentations aimed at professional audiences and political leaders in English and Spanish.

5. Education (Qualifications)

Essential: Bachelors degree in health sciences or social sciences, master in public health or health related social policies.

6. Experience

Essential: 5 years working with community leaders, institutions and communities with multiple partners in the prevention of violence and injuries in Mexico, the United States or Latin America.

7. Language

Bilingual (English – Spanish)

8. IT Skills

Ability to use computer systems and the use computer programs such as Microsoft Office Word, Excel and Outlook. Knowledge of other computer programs like PowerPoint, Microsoft SharePoint.
