Tijuana, México, (PAHO/WHO) - To reduce risk and ensure the proper and timely response during
disasters, it is essential that health care sector have plans set in
place involving the sector institutions to locate the best use of
resources and complementarily of services, organization, and
coordination processes. That is why the Pan American Health
Organization/World Health Organization U.S.-Mexico Border Office
(PAHO/WHO), in collaboration with the General Hospital of Tijuana has
organized a two-day meeting to discuss hospital plan preparedness and
response models, by applying the methodology, contents and supplied
working equipment.

Due to the recent events
which have occurred in the region of the Americas, especially the
earthquake in Haiti that caused the collapse of the entire hospital
system in Port-au-Prince, as well as a strong earthquake in Mexicali,
Mexico that caused its hospitals to have their patients receive
medical attention outside in tents set up by State and municipal
governments, and lastly the collapse of the hospitals in Concepción
after an earthquake in Chile. These are all the latest examples that
evoke images of collapsed and evacuated hospitals due to damages to its
infrastructure that seriously endanger its functionality, while taking
away the attention from their patents and preventing timely medical
attention to those being affected. During a disaster situation,
hospitals play an important role in responding quickly as well as the
places where the public looks for immediate health
needs.
"PAHO/WHO is urging governments, health service providers, civil
society, donors and the general public to make it possible to improve
the responsiveness of emergency health services", said the Dra. María
Teresa Cerqueira, Chief of the PAHO/WHO U.S.-Mexico Border
Office. "The objective is to ensure that such services are effective and
continue to operate during and after emergencies such as earthquakes,
tornadoes and conflicts."
Proper planning will allow the establishment to continue functioning
during a disaster situation which is the objective that we hope to find
with the idea of a ”secure hospital” that is designed as a health
service that remains accessible and running to its maximum capacity
after a destructive phenomenon of great intensity of natural or man-made
origin. Of equal importance is the fact that at the current time,
Mexico is in the process of certification of all its hospital units, one
of which aspect a is precisely concerning safety.
About the course for hospitals for disasters
PURPOSE: Provide personnel responsible for hospital management, the
methodology and content enabling them to develop a plan for hospital
preparedness and response to emergencies and disasters.
METHODS AND EXPECTED OUTCOMES: The participants will develop a plan
model of preparedness and response to disasters, by applying the
methodology, contents and supplied working equipment.
