                                       STRATEGY FOR IMPLEMENTATION

• Engage stakeholders, strengthen partnerships, maintain PAHO presence and provide leadership on matters critical to improve public health and reduce illness and risks: NCDs, VIP, HIV-AIDS, TB, tobacco and substance abuse, and environmental health problems.

• Provide direct Technical cooperation supportive to the incorporation of gender and ethnicity frameworks to address disparities on the Border.  Support mechanisms to involve Border communities in public health action, encouraging the use of participatory methods in planning and evaluation.

• Support information sharing and the dissemination of good practices and evidence for policy making, jointly developed and maintained with the Border Virtual Health Library (BVHL) partnership to increase access to scientific and technical knowledge and experiences.

• Work in partnerships and alliances to strengthen binational collaboration, coordination, communication, support institutional capacity, and the steering role of local health authorities and public health actions on the Border.

• Strengthening health care and the public health workforce including building sustainable institutional capacity for health promotion and the essential public health functions and support for a binational border observatory.

• Support the development of a Border health research agenda, encouraging and enabling research to assess health priorities in the context of the social determinants of health, and participate in the EPIVNet.

• Strengthen information and surveillance to support ethical and evidence-based strategic planning and policies, monitor the health situation and health trends, collaborating with the USMBHC to establish a binational information platform.

• Encourage monitoring and evaluation of policies and plans, including cost-effectiveness analysis.  Disseminate norms and standards, and encourage monitoring of their implementation, particularly the International Health Regulations, and strengthen international health security.
