The third edition of this publication intends to become a guide for the training of the health care team in the continuum of care of the mother and newborn, broadening and deepening the information contained in previous editions.
Renewing the primary health care strategy requires evidence-based guidelines to help the staff develop standards that may contribute to improve the health of women and their children. These interventions should be cost/effective, since it is a basic principle of primary care that includes the entire population of pregnant women and their children.

All the themes were updated and expanded, incorporating new features and further deepening the contents of preconception care, advocating for promotion and prevention to improve the health status of women, her partner and child through relatively simple measures on family planning with a focus on rights. This includes the provision of emergency contraception and the concept of comprehensive care, to avoid missed opportunities and to improve the efficiency of the contacts between the health personnel and the woman and her child.

Fulfillment of the Millennium Development Goals signed by all member states in relation to objectives 4 and 5 (to reduce the 1990 baseline mortality rates by 2/3 in children and by 3/4 in mothers by 2015) demands a skilled health care team.

To address those issues, the Perinatal Computing System includes the software required to process the data, empowering the institution’s staff to use the information they generated themselves.
The publication herein was developed by CLAP/SMR to facilitate these processes. This document provides a guideline for the management of the Perinatal Computing System programs aimed at strengthening the capacity of the health care staff at the facilities to help them make the most of the data available.

La Historia Clínica Perinatal constituye la fuente  de datos más valiosa con que cuenta el equipo de salud, ya sea para conocer las características de la población usuaria, evaluar los resultados de la atención brindada, identificar los problemas prioritarios y realizar un sinnúmero de investigaciones operativas.   Para que este propósito se pueda lograr, es indispensable que existan mecanismos que faciliten el rápido almacenamiento y aprovechamiento de los datos y que sean factibles de ser utilizados por los proveedores de salud.

El CLAP/SMR como respuesta a esta necesidad, ha elaborado la propuesta de Sistema Informático Perinatal que contempla todos los aspectos mencionados anteriormente. Está constituido por la Historia Clínica Perinatal (HCP), el Carné Perinatal (CP) y el Sistema Computarizado con programas para el procesamiento de la información.

La segunda edición de esta publicación ofrece una guía práctica para el manejo de los programas del Sistema Informático Perinatal en  procura de fortalecer las capacidades del personal de las instituciones de atención en el mejor aprovechamiento de la información disponible.

Esta guía se complementa con la Publicación científica del CLAP/SMR 1584 “Historia Clínica Perinatal: definición de términos e instrucciones de llenado”

En el marco del Congreso Mundial de Perinatología realizado en Punta del Este, Uruguay del 9 al 11 de Noviembre de 2011, el Centro Latinoamericano de Perinatología, Salud de la Mujer y Reproductiva (CLAP/SMR-OPS/OMS), centro especializado de la OPS/OMS en la Región, organizó un taller-seminario el día 8 de noviembre de 2011, en el Hotel Conrad.

El objetivo de la referida actividad fue proporcionar un espacio de intercambio de opiniones y experiencias relacionadas con futuras estrategias que el CLAP/SMR-OPS/OMS pueda utilizar para abordar los principales problemas de la salud materna perinatal en Latinoamérica desde una perspectiva de salud pública.

El taller/seminario constó de exposiciones plenarias seguidas de discusión y grupos de trabajo convocados para discutir aspectos específicos de la temática. En esta actividad participaron los científicos y profesionales de diversos países de la región, entre los que se incluyeron muchos con una reconocida trayectoria en el campo de la salud materna y  perinatal.

El presente documento resume las principales recomendaciones realizadas durante las discusiones, que proporcionaron importantes insumos para el desarrollo de los futuros planes de trabajo de CLAP/SMR-OPS/OMS.

The Perinatal Information System is a standard for perinatal clinical records developed by PAHO/WHO at the Latin American Centre for Perinatology. SIP is free domain software for filing and analysing the burden of problems, interventions and outcomes of health services at local level. SIP clinical records and software are periodically updated by consensus by a group of Latin American and Caribbean experts in obstetrics and neonatology. The material is available in English, French, Portuguese and Spanish.
SIP collects basic data needed for the care of women and neonates. The data are available in a modular format including: Maternal Identification, Woman History, Current Pregnancy, Antenatal Visits, Labor/ Childbirth or Abortion, Women Diseases, Neonatal History and Diseases, Puerperium, Neonatal and Maternal Discharge.With different degrees of development, SIP is being used in 32 Latin American and Caribbean countries, as well as in Spain and Equatorial Guinea
