The Secretary of the U.S. Department of Health and Human Services, Kathleen Sebelius, opened her speech with a compliment to the Director of PAHO, Dr. Roses, for being the first woman to head the world’s oldest international health organization. “It has been a shining example,” she said and thanked her for her leadership.
